After going through the query, I am of the opinion that your child has profound hearing loss which cannot be treated with medicines.

It would be wiser to use hearing aids for a period of six months to check whether the child will be able to hear any sounds or not. If this trial fails, the next best step would be cochlear implant at the earliest. The sooner you get the cochlear implant done, the better will be the hearing results for the child.
