After having gone through the history and the two uploaded pictures I am of the opinion that you seem to have fungal infection of the thigh (ringworm).
I advise you to use creams containing antifungal medications such as Clotrimazole or Terbinafine for at least 2-3 weeks.
Besides the medicated creams, the following measures are to be followed to prevent its recurrence:
1. Wash the affected areas of the skin daily and drying thoroughly.
2. Changing your underwear daily, because fungi can persist in flakes of skin
3. Wash clothes, towels and bed linen frequently
4. Wearing loose-fitting cotton clothes.
