Brief Answer:
Veins thrombosis should be rule out.

Detailed Answer:
Hello!

Thank you for the query.

Are you able to attach a picture of this arm?

The pain and bruise color are most likely caused by soft tissues inflammation and some hematoma due to vein rupture. This causes swelling.
Unfortunately swelling and pain can also appear due to veins thrombosis. Similarly to the soft tissues inflammation, thrombosis can be a side effect of the injection.
And unlike the soft tissues inflammation, veins thrombosis is a very serious problem. Doctor in the ER seem to not be aware of this disease.

It is strongly advisable for your partner to visit the ER once again. D-dimers level (from the blood work) should be checked. If d-dimers are negative, veins thrombosis can be ruled out. If its positive, Dopplers veins ultrasound should be done.

Soft tissues inflammation should be much better at this point. However it may last for few more weeks.

Hope this will help. Feel free to ask further questions.
Regards.
