Welcome to HCM. A fever, cough and not feeling well can easily point to aspiration with aspirational pneumonia, a doctor will need to listen to his lungs but at this point he may need a chest Xray. The fact that he is not urinating is because he may have acute kidney failure due to inadequate fluid intake, I am not sure how much he is eating or if he is keeping well hydrated, but if my assumption is correct, his swallowing difficulties are causing him not to eat enough. He may be severely dehydrated despite his outward appearance. I am afraid that if your father has stopped making urine, he may need to go to an ER sooner than later.
