Question: Woke up with a bump on my arm its red around and starting to blister up in the middle now. Its quite painful to the touch and burns.

I've examined the photograph carefully and I strongly think and feel it's either an insect bite or an allergic reaction (to say a nettle sting, and the like, or a food item that went badly against your system)

I'd love to give you a prescription, and I cannot do so over the internet, I'll very politely ask you to go to your favourite doctor and he or she will prescribe you,
some Levocetrizine tablets and Silver Sulfadiazine cream. The actual "brand names" may be different, but it'll get "all better" soon. The first medicine will stop the pain and swelling and the second medicine will heal the blister.
