I would ask you to upload a good picture of the lesion for me to have a better idea of what you are dealing with. You have tried anti bacterial and anti fungal and it didn't work. I have to rule out herpes as often times this presents as non healing wounds or ulcers and this needs anti virals.
I often see in the clinic irritated penile skin that is due to prolonged use of various different ointments and creams and over usage of strong soap that would irritate the skin further.
Inwould suggest keeping it as dry as possible all the time and using mild soap to clean the area to allow it to heal by itself. Refrain from putting anything on it because it may aggravate the lesion. A corticosteroid ointment might help but it would be safer to see a urologist to determine the etiology of your lesion.

Thank you for uploading the picture.
Continue with the cetaphil and keep it dry. I would suggest shifting to lotrimin powder instead of the cream or ointment. This would ensure that the area would remain dry.
Tissue papers is no good and use a good quality gauze if you need to wrap it but when at home it is better to air dry and keep it open.
If your symptoms persists see a urologist in your area so he'll be able to do a good physical examination which is lacking in this forum.
