Question: I have a mole/freckle on my right arm, in the last day or two it turned dark red and has a miniature ring worm swelling around the inside edge. It was a perfectly round and looked like a large freckle not a mole.

Short of that, I can tell you some things that might have this appearance:
If there is actually a ring (an irregularly shaped ring) that is pinkish-red, it may be a fungal infection ("ring worm").

However, if there actually was a freckle which has now changed color and/or shape, then you should have this looked at by a doctor promptly. As you likely know, skin cancer can take on new appearances.
