Without seeing the rash, I can't say precisely what is going on, but a rash in the groin can be from a fungal infection, or can be irritation from heat, moisture, and abrasion if your skin rubs there.
For possible fungal infection (tinea cruris), try Lamisil, and use it twice a day.
Keep the area as dry as possible. After a shower, after towel drying, use a hair blow dryer set on the lowest setting and dry your skin thoroughly. Then apply the Lamisil. Wear cotton boxers which can allow better air flow than tight fitting briefs.
If the Lamisil doesn't start to work (may take a week), or if the rash is spreading in spite of the Lamisil, then do go in to see a doctor.
