Based on the history you have shared, it can be anything ranging from local infection, or skin eruption, bleeding disorders or allergic rash so a local examination may be needed to differentiate between these.
Also, that in absence of systemic symptoms, local causes seems more likely. But sometimes with general infections like streptococci etc., may present with the rash on calves or shins called erythema nodosum but in any case basic blood work up like a complete blood count and coagulation profile to start with is way to go.
If pain or irritation over the area is too bothersome, analgesics like Acetaminophen or Ibuprofen and anti-histamines like Cetirizine (10mg once daily) or Loratidine (10mg once daily) can be used once daily at bed time.
