If I was your treating doctor I would recommend you to apply a steroid lotion like mometasone lotion or halobetasol lotion on the affected areas twice daily along with antihistaminic like tablet Cetrizine 10 mg twice daily for 5-7 days.
In case the reaction is severe you need to take a short course of oral steroids.
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.

Hydrocortisone won't be very effective
Detailed Answer:
You can try hydrocortisone cream but it is a very mild steroid.
It won't be very effective in reducing the swelling and the reaction.
If you can go for oral steroids and potent topical steroids then the swelling will reduce in 2-3 days.
