You seem to have eczematous dermatitis.
I suggest you to use a moisturizer regularly. In addition to this I suggest you to apply a topical potent steroid ointment e.g Clobetasol propionate ointment (Tenovate ointment) or Halobetasol propionate ointment (Halovate ointment) twice daily.
You may also take a tab. Cetrizine once daily for symptomatic relief from itching.
These are prescription medications and I advice you to kindly talk to your local practitioner for a prescription of the same.
