Can you please attach a photo of it? What kind of injury have you had? Are you amble to flex and straighten the arm?
Black and blue color is most likely caused by veins rupture and blood accumulation in the tissues. In most cases this is nothing serious and no need to do anything with it. So you may wait and see.
However if you find your arm does not move as it should or it gets swelled, you should consult orthopedist.
