See, your urine culture tests are coming back positive. this mean an ongoing or recurrent infection. This also give us hope that all will settle to normal once this infection is under control.
This is good that you have learned the self catheterization technique, it will help you a lot.
I have one suggestion for you. You may discuss with your doctor about doing an ultrasound or X-ray KUB ( Kidney , ureter, bladder). This will tell us about any obstruction in the urinary tract ( like a tight tape as thought by you) & any other pathology which is causing this problem apart from infection.
You may sort a second opinion from a urologist, if no success.

No, I don't think it would do any harm, as long as you keep the bladder empty. As retention can lead to back pressure & hydronephrosis which can damage your kidney.
I think you should seek second opinion from a urologist if the problem is still there after 6 weeks post operation.
I don't feel red wine will effect your Rocephin's action.
Just be careful do not develop retention & don't let yourself harmed.
