This is an apparently a sub conjunctival hemorrhage, though I would have been happier to see a photograph. There should be no pain or itching or discharge, and it needs no specific treatment. This may occur due to either raised bp or trivial trauma.
Wash with plain water and you can put astringent drops and this will resolve in about 10 days.
