It is normal for many to have some type of nodularity in the breast during the period, specially if one has got fibroadenosis, one of the common benign diseases of the breast. These lesions could be tender as well specially during periods.
However, if they persist or increase after the period, it would be wise to rule out any other pathology of the breast with proper serial clinical examination by a doctor, say a general surgeon and any other related investigations like a FNAC if need be. In your age group I would not like to go for a mammogram unless it is really needed depending on significant family history of yours if any.
For the present, if the pain increases, I would advise you for an anti inflammatory along with a proton pump inhibitor drug for a symptomatic relief. You could also go for a routine self examination of the breast to assess the progression of the lump if any by your self.
