Thank you, Doctor. Even though there is no pain and the bumps don't appear to be fluid filled? Is that just because I've noticed it early? Is there anything else it might be? I will call my primary care doctor tomorrow.
Also - am I better off going to my dermatologist, my primary care physician, or a urologist?

Brief Answer:
Dermatologist
Detailed Answer:
Hi, welcome again,
At The glans the bumps are pearly penile papule which is normal in 19% of the population. At shaft the lesion looks like early stage of herpes as initial lesion appears without fluid.
It is better to consult your dermatologist.
If you have any other query please go ahead otherwise close the question and rate it.
Thanks
