Brief Answer:
Likely to be multiple small Sebaceous Cysts

Detailed Answer:
Hello
Thanks for your query ,based on the facts that you have posted it appears that you have small bumps over shaft of penis .

I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Can you see black spots on the top of these bumps.
2)Is there any discharge of while cheesy material from these bumps ?
3) Is it possible to upload photograph of your penis ?

Based on what you have described these are mostly Multiple Sebaceous Cysts .

The penile skin is rich in sebaceous glands and hence prone to get more sebaceous cyst due to accumulation of sebum beneath the skin. Normally they fade away without treatment however they need to be treated if increase in size or get infected.

Consult qualified general Surgeon for clinical examination to establish diagnosis and further treatment .

Hope I have answered your query ,please feel free to ask if you have more questions , I shall be happy to help you .
Thanks and Regards.

No black spot, no white cheesy stuff

They are small flesh colored for the most part and the ones I'm talking about are on the head of my penis, although similar ones are on the shaft.

I can send a pic but don't know where to send it. There is no way to upload here. I'll keep trying

I uploaded. See there are tiny bumps all over and then a couple slightly larger but they all look the same. I'm planning on just keeping an eye on them to see if they grow and or just go to a doctor. I have Fordyce on my lips.

Brief Answer:
These are what is called as Fordyce spots.

Detailed Answer:
Hello
Thanks for uploading photograph .

You have multiple spots what is called as Fordyce spots over shaft of the penis ,These spots develop due to collection of sebum secreted by accessory sebaceous glands located beneath skin.

They do not require any treatment and fade away spontaneously over a period of time .

Thanks and Regards.
