Dear Sir
Persistent swelling at site of injury is likely to be due to underlying hepatoma(collection of blood under the skin). Hepatoma is usually solid and usually undergoes liquefaction and gets absorbed. The time duration may vary from individual to individual, but usually takes 3-6 weeks depending upon the size.
If there is pain , especially on touching the affected area then underlying fracture of the shin needs to be ruled out. I would suggest you to consult your primary care physician for good clinical examination and based on it X ray may be required.
