Brief Answer:
Need thorough evaluation...

Detailed Answer:
Hi,

I empathize with your father's current problems. Based on what you describe,
1. He seems to be developing cataract which is perhaps affecting his vision;
2. Inability to open fingers probably due to spasticity following treatment

Now, if his vision is affected due to cataract this can be easily treated by a simple surgery. It is an easy procedure done within few minutes. Most ophthalmologist can do it. I am not personally aware of Tulip Hospital. But what I see on its webpage, I am not sure it has an ophthalmologist. So if you don't find one, you can visit any other government institute / eye care centre.

As far as finger problem is concerned, sometimes during finger infection, the affected fingers are strapped if there is a need for surgical intervention - during procedure and after it. If it was done, and if rehab wasn't done effectively following it, it can lead to spasticity and deformity.
That being said, without details of how the finger infection was treated and without physical examination, I will not be able to understand the specific cause. Therefore I recommend you to visit an orthopedic surgeon at Tulip hospital. Treatment if necessary can be planned thereafter.

Hope this helps.
