Brief Answer:
vascular surgeon

Detailed Answer:
Thank you for contacting HCM with your health care concerns

Your daughter has had venous insufficiency to the lower extremity and has chronic swollen legs with purplish discoloration. There may not be a whole lot any surgeon can do for this condition. She may need a special compression hose that helps reduce the swelling. But a vascular surgeon may have other options that may help relieve your daughter of her discomfort. There are several tests that the specialist can do that will help define the cause of her leg swelling

In summary
1. a vascular surgeon would be your best specialist care
2. venous insufficiency treated with compression hose.
