You have Descended Testicle on left side .
Detailed Answer:
Hello
Thanks for your query ,based on the facts that you have posted it appears that you have undescended Testicle on left side since birth which is placed in inguinal canal .
During intrauterine life Testicles are placed in abdominal cavity near kidney and they descend down in to scrotal sac which is already developed three months before birth. However in 2%of males it gets arrested while moving down and placed in abnormal location like either in abdomen or inguinal canal .In your case It has been arrested in Inguinal Canal.
The function and development of the Testicles is determined by temperature difference in Scrotum and Body temperature .Hence the testicles that remains in abnormal location does not develop and functionally it is inactive ,Moreover developing cancer of Testicle in undescended testicle are 80 %higher than normally placed testis.
Ideally undescended testicle has to be placed surgically in scrotum before child attains the of 5 years .
It is most likely that your undescended left testicle is small and functionally inactive hence it is safe to get it removed by surgery,
Consult qualified General surgeon for clinical examination and get Ultrasound Scanning of abdomen done to find out the size and site of the testis and get it removed at earliest .
Do not worry having single testis will have no negative effect on your fertility or sexual potency .
You can consult any General surgeon in XXXXXXX .
Hope I have answered your query ,please feel free to ask if you have more questions , I shall be happy to help you .
Thanks and Regards.

Hello
Thanks for follow up .
Do not worry this is very common problem and can be resolved .
There is no danger to your sexual potency neither to your fertility .
You need to get the facts confirmed by clinical assessment in person by a qualified General Surgeon .Doing ultrasound scanning will highlight the functional capacity of testicle and decision regarding need for surgery will be decided by him based on clinical findings and scanning report .
I can not make any comments about the Hospitals and charges in XXXXXXX .You have to look out yourself with the help of your family physician.
