Brief Answer:
May be conginital or acqired.

Detailed Answer:
Hello,
Thanks for posting your query.
DDH is generally the preferred term for babies and children with hip dysplasia since this condition can develop after birth. DDH is a medical term for general instability, or looseness, of the hip joint. Doctors use a number of different terms for hip dysplasia depending on severity and time of occurrence. These names include:

Hip Dysplasia
Developmental Dislocation of the Hip (DDH)
Hip Dislocation

Developmental Dysplasia of the Hip (DDH)
Acetabular Dysplasia
Congenital Dislocation of the Hip (CDH)
It can be congenital or acquired. In this case it is more likely an acquired disorder and the corrective surgery is done to correct the deformity and not the disease.
I hope this answers your query.
