Your kid most probably has cradle crap, medically speaking scalp seborrheic dermatitis. Although the cause of this is not known for person to person. There is a fungus (malesezzia sp.) that grows in the sebum which is secreted from sebaceous glands in the scalp. The number of such glands is genetic and the amount of sebum is also because of hormonal activity. However very less is understood about the exact factors.
Do not worry if this is cradle crap it is self limiting and it should go off by due care of the scalp. Since there are scales they have to be washed off everyday shampooing the scalp.
