Suggest Treatment For Dry Skin Around The Scrotal Area

Hello - this should be looked at by a doctor. Given the locations you described, it may be a fungal infection which can be treated with an anti fungal cream. If there is a rash, which may be fungal, twice dy wash the area well and XXXXXXX dry and keep as dry as possible with loose clothes. If there is no rash, however, then consider putting moisturizing cream on to see if it helps.

I looked at the pictures you sent (and please don't be embarrassed as doctors are used to seeing everything).
This does not look like just dry skin, so I don't think the moisturizer that I mentioned earlier would be a good idea.
I recommend an anti fungal/anti yeast cream such as clotrimazole. I don't know what country you live in so I'm not sure what brand names you might have, but you can look at the ingredients or ask the pharmacist for help. Use this for 14 days.
Avoid soaps that contain added fragrances and also avoid antibacterial soaps. These can be irritating to the skin. They can cause reactions or can be irritating if there is already irritated damaged skin.
If you have a hand held hair dryer that has a low setting, after bathing and patting dry with a cloth, dry the affected areas further with the hair dryer set on low. Don't use the hair dryer if it is too hot as you don't want to burn your skin.
If possible, wear cotton cloths that "breathe" better than some synthetic cloths. You want the genitals and arm pit area skin to have air, be dry, and not be too hot.
Whenever masturbating, always use a lubricant such as KY jelly or Astroglide. The friction of doing so without a lubricant can be irritating to the skin.
If you don't start to see improvement from the clotrimazole (you may not see improvement for a little over a week), then do go in to be seen by a doctor. And please don't worry, we are very used to seeing everything.

Brief Answer:
Information
Detailed Answer:
Yes, you can safely apply the cream to those areas.
Fungal and yeast infections can happen without having bad hygiene. It is not so much do to hygiene as it is to having conditions that are warm and moist without a lot of air exchange. It happens more to people with diabetes or decreased immune function too, but not necessarily.
So anything you can do to keep the area cool and dry (such as loose clothing that doesn't retain moisture), the better.
