First of all, it is important to make sure that your pain is just from urine infection. This type of pain could be associated to kidney stone that is blocking the normal renal flOE and creates the infection. You need an urine sample and culture too, sometimes the bacteria is resistant to the antibiotic and that is why you don't improve. You need a renal ultrasound too.
I hope that my advise will be helpful

Detailed Answer:
When you have a severe infection, it can aggravate headache or just produce it. However, if this is something new, I think that you might need to have a CT scan of the head to evaluate this, not necessary has to be related to the infection. You need to find out if this is a tension, migraine or cluster headache. It depends of the characteristics will be the diagnose and treatment. It is advisable to see a neurologist to help you. I agree that you can not live on pain medication.
I hope my advise will be helpful.
