Brief Answer:
Yes, please take him to ER.

Detailed Answer:
Hi.
Thanks for your query and an elucidate history.
Noted the history related to your 7 year old son, been to ER on Monday for dysuria, given Phenazopyridine and Ciprofloxacin. But have now pain in the right kidney area which is severely painful.

It is necessary to take him to the ER for having clinical evaluation, investigations of the blood and urine and ultrasonography of the whole abdomen to see whether there is any impacted stone or any other findings to proceed further.
And gets symptomatic treatment.
Urine culture and sensitivity is better done although he is already on antibiotics.

As per the findings you may go for appointment of the Urologist and further investigations as may be required.

I hope this answer helps you, please feel free to ask for further relevant queries if you feel that there is a gap of communication.
