The area that's bleeding is a small thin line that looks like a cut but when I walk and sweat the area opens back up so it won't heal up.i don't know what to do to keep the area from cracking open again.

You seem to have developed a superficial skin wound.
keep the affected area clean and dry . Apply a topical antibiotic cream like neosporin or mupirocin over the affected area twice daily . You might a course of oral antibiotics if the lesion tends to persist or increase.
Wear cotton undergarments so as to decrease sweating and prevent further friction.
