I understand your concern regarding your skin problem and I hope I am able to help you in the same .
You seem to be suffering from eyelid dermatitis . But I would like to have a look at the exact skin lesions before we can be sure of the skin condition .

Is there any seasonal variation in the itching or rash? Any particular season in which the condition worsens?

As for your queries, I usually apply moisturiser on my face everyday after bathing and at the same time i am generally and mostly applying moisturiser over the affected area as well everyday for last 2 years. Sometimes when the itching has become more I have applied the Opthalmic antibiotic ointment for 1-2 days on around 5-6 occassions in last 2 yrs. It does provides temporary relief.
I have not been able to observe/register any seasonal variation in the itching. However, in dry season, the skin does becomes dry leading to itching and dryness. I have noticed the affected skin is very sensitive to tears or sweat which then leads to itching, irritation and rashes.
And i dont seem to have more itching when back home from outside.

I have seen the attached pictures .
You seem to be suffering from a common skin problem , which is eyelid dermatitis .
Now in this condition , the skin of eyelids is very sensitive and can react to almost anything which is applied. Even accumulation of dust over the eyelids can cause an allergic reaction. Any kind of eyedrops or eye ointments can also trigger such a reaction.
First of all, you should avoid using anything over the face especially over the eyelids. Avoid using any eye medicines as far as possible. Wash your face everytime you come back home from outside so as to wash off any accumulated dust , pollens over the eyelids.
You can use a mild topical steroid cream like cortisone over the affected areas once or twice a day whenever you develop itching or reaction . You don't need to use it on regular basis. You can just apply it to tide over the allergic phase .
In addition , you can continue to use any good moisturizers over the eyelids.
