This seems like eyelid dermatitis. Itching, redness and dryness are all features that suggest a dermatitis.
If I was the treating doctor I would suggest you to use a mild to moderately potent topical steroid cream e.g either hydrocortisone 1% cream Or triamcinolone acetonide 0.1%cream, twice daily for a week.
You may also take a tablet of cetrizine 10 mg once daily for symptomatic relief from itching.
