Question: Noticed small clear liquid filled blisters on penis. Help?

I have reviewed the attached photographs and it seems to be herpes genitalis.
It is a sexually transmitted viral disease.
I would recommend you to take antiviral like tablet aciclovir 400 mg thrice daily for 5 days and apply topical antibiotic like fusidic acid cream on the affected areas twice daily for 7 days.
These are prescription drugs and you need to see the doctor in person to get them.
