Question: Is it possible to determine when an actual injury occurred on the spine as in bulging or herniated
discs IE as in when the actual injury occurred 1983

One can determine whether and injury is a recent one or not, whether it belongs to the last few months. When it comes to older injuries though there is no way of telling when exactly did that happen, whether in 1983 or say 1993 the remnants of that injury (if any) look the same on physical exam as well as imaging.
