Suggest Treatment For Inflammation On Penis Tip

Question: I'm 24, 200lbs, 6'1" --- noticed inflammation on the tip of my penis, tiny amount of clear discharge and discomfort, however no burning while urinating. Took UTI home test, positive for Leukocytes - went to Dr, clean urine. Was given ciprofloxacin for 5 days (2 x per day). On day 4 have just the slightest amount of discharge when I squeeze it out and still feeling as if i need to urinate frequently but urinate a lot when I do urinate (not just feeling like i need to urinate). Do I have an STD/STI?

Have had almost same exact problem about 5 years ago except it burned while urinating and was UTI.
Forgot to mention:
This time, I became dehydrated from playing sports then drinking alcohol in excess, started noticing symptoms next day.
