Brief Answer:
Balanitis

Detailed Answer:
Dear Ma'am, I have gone through your question and I understand your concerns but it seems that your husband is suffering from balanitis which is an inflammation of the penis .. inflammation can be due to a number of causes which include:
1) tight foreskin , this leads to the accumulation of smemgma which is a cheesy material under the foreskein . this can lead to balanitis and itching . this can be avoided by washing the gland daily and gently retracting the foreskin to clean all the cheesy material ..
2) candidiasis which is a fungal infection which can be treated with a course of oral antifungal treatement as nystatin
3) bacterial infection which can be treated with an antibiotic ointement three times daily for one week
if these measures did not relive the itching then he will need to get tested for sexually transmitted diseases as clamydia and gonorrhea which can present by itchy penis as an early symptom..
I hope I answered your question , if you don't have any other clarifications then please close the discussion.

Brief Answer:
Ointements

Detailed Answer:
Dear Ma'am , I would recommend that he washes only with water to avoid irritation of the soap chemicals or he can use glycerine soap.. He can use an over the counter antifungal ointment that contains nystatin instead of the oral antifungal treatment in combination with an antibacterial ointement applied three times daily .. I hope you find this helpful .
