Question: I have had a skin rash localized to the underside of my forearms only. It has occurred for about the last month. Very itchy and dry raised rash. No change in foods, bath products or washing powder.

According to your complaints it seems to be eczematous dermatitis.
If I was your treating doctor I would recommend you to apply topical steroid like clobetasol propionate cream on the affected areas twice daily along with frequent and liberal application of a moisturising lotion on the entire forearms.
Along with this take antihistaminic like tablet Cetrizine 10 mg once or twice daily depending on the intensity of itching.
Steroidal preparations are prescription drugs and you need to see the doctor in person to get them.
