It is important to know exactly if the spots spread when you scratch. Have you noticed that even without scratching the spots still spread?
It is important to note if the area round the itchy spots is reddish or not. If red, it is suggestive of a acute inflammatory reactions. Treatment in this case would require steroids.
If not, in case of dry itchy spots, the diagnosis of your doctor as eczema could be possible, but not very certain.
Starting treatment with ointments containing a steroid, an antibiotic and an antifungal drug would be most welcome like (Positon (R), Candiderme Creme (R).
The opinion of a dermatologist should be should be sought of symptoms fail to fade out with this treatment.
In case the spots have no reddish color, eczema would be a reasonable suggestion. Simple anti fungal drugs like topical Clotrimazole, Ketoconazole would be useful

the description in my opinion is compatible with eczema or any other fungal disease. It is rare this should be an inflammation or allergic reaction. If your husband does not complain, his job or places he has visited would rarely have nothing to do with this.
Antifungal drugs are first line in this case in my opinion. However, follow up by a Dr still remains important.
