Brief Answer:
Seems to be lichen simplex chronicus, potent steroid, antihistaminic
Detailed Answer:
Yes, I have reviewed the attached photographs and he seems to be having lichen simplex chronicus which is a chronic and resistant type of eczema.
If I was his treating doctor I would recommend him to apply potent topical steroid like Clobetasol propionate ointment on the affected areas twice daily and take antihistaminic like tablet Hydroxyzine 10 mg twice daily.
Along with this for better results, I would recommend him to consult a dermatologist and go for intralesional steroid injections.
Multiple sessions will be required every 3-4 weeks.
