Counselor is on paid service whether it is by the person or the college who pays. They will do whatever suits to the requirement of client. It may be appropriate for the client who pays.
You have not mentioned how old is your grand daughter.Anyway since she wants to continue in her present college and study further ,you should allow her to do so. Failure is only temporary .There are instances ,where with proper motivation and encouragement, the same student who failed ,did excellent in studies subsequently.
After all you can take a horse to the water but can't make him/her drink. Please continue to support her studies and go into the details why she failed. Discuss with her counselor and class teachers and let them believe that you really care for your grand daughter.

It appears that you are paying well for your grand daughter's education. There is no lack of sincerity on your part and it shows how keen you are in giving proper education to your grand daughter. If a counselor is interfering and misleading your ward(it is easy to misdirect a teen-ager),it is highly wrong on the part of the said counselor.I think you have every right to censure the counselor and have your own way in this case.I support your stand as the case appears.A meeting with the counselor , your ward and a mediator along with you may solve the issue.
