I can understand your dilemma that why have you been deficient inspite of having proper sun exposure.It is because a persons vitamin D level is affected by their diet, their ability to actually absorb the vitamin D that they eat, and the amount of sun their skin can absorb (which is determined by factors like where they live in the world, the seasonal variation in sun intensity, and their skin color).
In your case,being vegan also makes you dietary deficient in VIT D.
Only UVB sun rays make vitamin D. UVB is the most cancer causing part of sunlight; they are the mid day 10 am to 3 pm mid summer rays that doctors normally caution people to avoid. Winter sun and morning or late afternoon sun has very little UVB and thus won’t really help with your vitamin D production.
So in effect a person can become deficient in VIT D levels even after receiving enough sun.
The ideal way to replenish the VIT D stores is to take 60000 units of VIT D3 every week for 8 weeks followed by 60000 units every fortnight for 3 months and then 60000 units every month for at least a year.

1st....Oral supplements would be sufficient to take care of VIT D deficiency.
2nd...60000 units are taken once a week.
3rd....it comes in two forms.
powder form is called as CALCIROL sachets which are taken by dissolving in a cup of milk,at the breakfast,once a week.
Capsule form comes in the name of UPRISE D3 which can be swallowed with water at the breakfast once a week.
