After seeing the picture sent by you two things strike my mind.
1. Genital Herpes HSV 2 infection - a STD. As I am able to see few vesicles also it is more in favor of Genital Herpes. Consult your doctor and after confirming the diagnosis you can get rid of these lesions by taking anti viral drugs.
2. The next possibility is just a non venereal Hair Folliculitis.
Antibiotics will be sufficient to cure the same. Consult your Dermatologist.
Other possibilities are unlikely. Anyway ruling out HIV and other STDs by appropriate tests after window period is mandatory as there is a possibility of existence of more than one infection.

With the picture sent by you, I was able to see few vesicles, which made me think of Herpes as the first possibility. But a closer inspection is absolutely essential before we confirm the possibility. Until then herpes is only a possibility and not strong diagnosis/belief.
