I would suggest you to update the photograph of the part of the multiple lumps in both the upper thighs,which could resolve the issue of it being lipoma.
My Opinion about your Upper Thigh Multiple Lumps-
By the description given from your query,these multiple lumps have never been examined or inspected by any of your doctors to whom you consulted till this time.

There is no chance of you getting Metastasis from your Breast Cancer for the following reasons-
a-As your May blood work is all normal and you don't have any symptoms of breast cancer recurrence.
b-That you are without any mets for last 8 yrs after breast cancer treatment.
c-That the lump in upper thighs are XXXXXXX and these lumps are without any complaints with them.
My Suggestions for early recovery from this Anxiety-
-You have to put faith in the opinion from the expert doctors with whom you consulted.
-Chance of your thigh lumps being Cancer metastasis from breast cancer are very less,as these are without any complications of increase in size,any pressure complications on surrounding tissues etc.
As you are obsessed with the Cancer metastasis,you being a known breast cancer case for last 8 yrs,this is causing lot of anxiety and mental stress to you.

Plan of Investigation in your case-
Only way out from this puzzle is -
-Update the photographs of the upper thigh where these lumps are located, for inspection study and opinion from any Surgeon / or Oncologist.
-I would suggest FNAC Biopsy of one of these lumps ,which is bothering you more,from Surgeon / OncoSurgeon.
-Histopathological studies would rule out the fear of metastasis from old breast cancer in your case.
