Brief Answer:
Yes, doctor can do FNAC or maybe removed by minor surgery
Detailed Answer:
Hi Sir,
I have gone through your query; and most probably it suggests that your mother maybe suffering from the inflammatory cyst.
But to rule out the other disease and for better management your mother may go for
1. FNAC of the neck cyst.
2. USG of the neck.
3. Head and neck examination by ENT specialist to rule out the secondaries.
4. Removal of the cyst maybe suggested by the specialist, followed by histopathological examination.

Dear Dr. XXXXXXX
Thanks for responding, my mother went for FNAC and I will let you know about the result. I have one more question- is this comes under ENT or general surgery because primary care physician sent my mother to general surgeon and I was confused about it. Please let me know about it.

Brief Answer:
This comes under ENT
Detailed Answer:
Hi,
I have gone through your follow up query; and for your kind information it comes under ENT speciality. Therefore better to consult with ENT doctor instead of general surgeon or first preference goes to the ENT specialist. Nevertheless, we can wait for the FNAC report and decide what to do next.
You are most welcome.

Brief Answer:
It may be a tubercular lymphadenitis
Detailed Answer:
Hi XXXXXXX Sharma Ji,
I have gone through your follow up query; it suggests that your mother may be suffering from the tubercular lymphadenitis.
To confirm the tuberculosis your mother may go for the above mentioned test as described in the report.
Your mother also needs to go for X ray chest PA view and laryngoscopy to rule out the primary lesion.
