I have gone through your query and I have also reviewed the image.
The image is not very clear though I can make out that it is a ring shaped lesion.
I would like to rule out a possibility of Lyme Disease (Erythema Migrans), based on the morpholigy of the lesion i.e an annular lesion which has gradually increased in size and has central clearing.
Is there a history of a possible tick bite? Is lyme disease endemic in your region?
Or else this could be a hypersensitivity reaction to an arthropod bite however that is usually itchy or has a burning sensation.

It is a very clear Image and it literally seals the diagnosis.. I would treat you as 'Tinea'/ 'Ringworm'. Its amazing how much a difference a clear image does to the clinical diagnosis. It is definitely not Erythema Migrans.
Itching is subjective and may not be a prominent symptom in a small patch of tinea/ ringworm which is just starting.
I suggest you to use an OTC topical antifungal e.g either 1% clotrimazole or 2% miconazole nitrate cream, twice daily for 2 weeks.

Hi.
Tinea is a common superficial skin infection caused by dermatophytes which feed on the superficial layers of skin i.e keratin. Some factors like heat/ warmth, humidity, sweating etc encourage growth of the fungus. Though ringworm can appear on any part of body surface but hips and belt area are particularly predisposed because of the occlusive conditions (layers of clothing) that in turn may favor growth of fungus, particularly when it is hot and warm e.g during summers.
