Question: iam feeing numbness in right leg below knee and right hand bottom portion..no tinkling or pain...what could be the reason..whom to contact(specialist)... XXXXXXX

This is called as Glove and Stocking Anaesthesia. This Occurs in parts of body which are usually covered by Gloves and Stockings (whether the individual uses them or not)

This is due to a condition called as "Dying-back neuropathy" or "Distal axonopathy" where the nerve fibre away from the brain are affected. So The nerves at the ends of upper limbs and lower limbs are more affected and hence there is numbness below knee and hand bottom.

This can be symmetrical (both sides are involved at the same time) or asymmetrical (one side is involved earlier). In your case it is the latter

This "Distal axonopathy" can be due to various reasons like
1. Metabolic diseases like Diabetes
2. Kidney failure,
3. Connective tissue disease,
4. Malnutrition
5. Chronic Alcohol intake
6. Vitamin Deficiency
7. Following Chemotherapy

Uneasiness in neck Movements and Headache near back side of head above neck are usually due to cervical spondylosis. Cervical Spondylosis can cause Numbness, but such numbness will involve the whole of upper limb or lower limb

The area of numbness you have described > is classically seen in Distal Axonopathy
