Brief Answer:
Can be a nerve injury or a bit delayed recovery from anaesthetic effect!

Detailed Answer:
Hi
Thanks for choosing HCM for your query!

Numbness can be because of the effect of anaethesia that has been used while doing the cataract surgery. Though this is not that common 24 hours post operation.Yet every body behaves differently may be in her case the body is taking a bit more time to get cleared of the effect of anaesthetic.

Eye brow on that side can also be on higher side due to relaxation of muscles under anaesthetic effect. Again post operative, after 24 hour it's not that common. It could be a nerve injury also.

Yet lets keep our fingers crossed for next 24-36 hours. However, if condition remains the same after 36 more hours then a possibility of nerve injury should be considered and thorough investigation of motor supply of forehead should be done.

Don't worry at least wait for the next 24 hours!

With Regards
Dr Ramesh
