Brief Answer:
Surgery recommended

Detailed Answer:
Hi and welcome.
If you have numb arms then this is already a serious symptom and this is obviously caused by herniated cervical disc. In such cases, chiropractic measures and medication may have limited effect and surgery may be the only permanent solution so you should consult neurosurgeon. Also,it would be good to do electromyography of arms. Steroid shots and chiro may help temporarily if there is pain and partial numbness. Wish you good health. Regards
