If there are tears rolling out the eyes witnessed something which is not conmfortable to it. it can be foreign body, allergic irritant, bright sun light, wind. It tries to wash away the particle or irritant.
As you mentioned hot weather can be an irritant, I suggest you to use sun glasses with good polarization. Hot weather can cause dry eyes so you better use artificial lubricants like REFRESH eye drops while you stay in the sun.
