Brief Answer:
Vascular surgeon should be helpful.

Detailed Answer:
Hello!

Thank you for the query.

Does he take any blood thinners? Can you please attach a photo of this area? Is there any factor which could cause this kind of bleeding?
Generally a doctor who specializes with such issues is a vascular surgeon. If he has had a heart attach and in this location there was a catether inserted to put a stent to his heart vessels, an aneurysm of femoral artery can be the case. If so, angiography should be done and embolization of the aneurysm.

Hope this helps.
Regards.
