A dry tampon can certainly scrape your vaginal or urinary opening with insertion, especially if you are not bleeding very heavily. So the cuts you notice are most likely from trauma to your urethral opening and not from any infectious disease.
It is true that herpes can cause cut-like lesions in additional to sores, but the telltale sign of herpes is pain or itching and tingling in the area. In addition, cuts are usually seen with a recurrent herpes outbreak, and if you were never diagnosed with Herpes before, a first outbreak usually causes severe pain and sores and even flu-like symptoms.
So it is doubtful that your symptoms are due to a herpes outbreak if you have no pain. If you do have some irritation, you can put a little Vaseline on your urethra to "waterproof" it a little and protect it from your urine.
If you develop a fever, burning with urination, swelling of your groin lymph nodes (which causes a painful lump) or sores, you should see a GYN doctor for evaluation, but otherwise, the cuts should heal on their own within a few days.

However I do suffer from chronic yeast infections. I have gotten them treated multiple times by doctor. I have also changed my birth control methods and it has helped. I had one before i started my period which i started to try to treat with cream. Now that my cycle is almost over it is sorta of coming back though so i cant say it doesnt itch down there at al. But my urethra doesnt itch and its more local itching than spots. l
If you get consistent symptoms of a yeast infection, you should treat it.

It is very reassuring that the area around urethra does not itch or hurt. I'm sure that it was just chafed briefly and will heal completely very quickly.
Regarding your vaginal infections, it is common when women are on hormonal birth control that some develop yeast infections around their menstrual cycle. These will usually resolve on their own without treatment at other times of the month. It can be helpful if you have external itching with no discharge to apply a yeast infection cream normally designed as a seven-day treatment and just use the cream applied externally where you have itching. This can resolve your itching symptoms without actually going through a full yeast infection treatment.
So again, I do not think you need to worry about your condition being due to herpes, and likely will go away by itself. I cannot hurt to apply an external yeast infection cream to the areas that itch if you're having symptoms at this time.
