Thanks for your query,based on the facts that you have posted it appears that you had infection of foreskin leading to Phimosis which has resolved and now have noticed tip of the foreskin to be white with few white patches on glans penis.
I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Are you diabetic ?
2) Is there itching of foreskin and glans ?
Based on the symptoms that you have you have Genital Candidiasis .Get following basic tests done
1) Blood sugar levels on empty stomach and 2 hours after lunch to rule out Diabetes
2) Swab test of a discharge or scrapping from glans and foreskin
Take anti fungal drugs like Fluconazole twice daily along with topical anti fungal cream like Cotrimazole.
Ensure to wash your genitals with warm water twice daily .

I have been using Clotrimazole along with Tacrolimus 0.01%....pls advise if these are ok to use...I have also heard of rubbing chopped garlic on glans to get rid of infection....pls advise if it is OK to use ?.....
I just want to understand that since most of the time my foreskin and glans are dry...and there is no as such discharge...how can I get the swab test done and where to get it done ? Pls advise.....Also can I send you a close picture of the area along with the query which I can attach here.

Uplod photograph of yot foreskin and glaans penis .It wil help in making precise comments and suggestions.
You can continue using Cotrimazole along with Tacrolimus and add systemic antibiotic like Cefexime to be taken twice daily orally.
Your problem of getting infection is basically hygiene related and you must clean and wash the genitals everyday while taking bath .
