I carefully read your question and understand your concerns.
The feeling of eyes like they are watery is a common sensation especially with the problems of dry eye that is very common with age. What happens is that because the eye fails to continuosly produce certain amount of tears, the eye gets dry and the body tries to compensate by increasing the amount of tears at several times to protect it. This would cause the patient to have a feeling like her eyes are watery.
To help with this you would need to use artifical tear drops regularly and see if there is a difference. I would recommend you to use those tear drops several times a day-they do not hurt the eye and do not have side effects.
If no improvement in a few days than other causes might be considered like allergic conjuctivitis which might be common also. This is not dangerous either but might cause the eyes to be more watery. Ketotifen eye drops might help with this- avoid steroid drops in the eyes as they might be dangerous for the eye.
Tear duct being closed or not functioning well can be a cause but is mostly more common in children and young adults.
Other than these there are more rare causes and if you do not see improvement with the above measures you will need to have an appointment with your doctor to have a thorough evaluation and determine the cause of your symptoms.
As for the dizziness I do not think there is a conection of watery eyes and dizziness. Dizziness is very common with aging and many times nothing to worry. Make sure your blood pressure and diabetes are in good control- these are very important (not too high and not too low). Make sure you keep yourself safe: try to sit when you feel dizzy and slowly change positions- do not stand up quickly. If you feel dizzy you are at high risk of falls and related damages that might be serious.
